Can one say

a. It is not just because he lived there last year that he lives there this year.

b. He doesn't live there this year just because he lived there last year.

c. He doesn't necessarily live there this year because he lived there last year.
d. He doesn't necessarily live there this year just because he lived there last year.

The meaning I have in mind is this:
We know that he lived there last year but that does not mean that he lives there this year.

My head is spinning. Does the guy live there or not?? All of these sentences are unlikely from a native speaker. The meaning you have in mind is probably the best way of expressing it.
You obviously want to cast doubt on the person's whereabouts. Why not just say
He lived there last year but we don't know if he's still there.
He lived there last year but he might have moved.
Just because he was there last year doesn't mean he still is.
He lived there last year but we can't assume he's still there.

Keep it simple and just say what you mean.  :)
