Is 'a' needed ?

Dear all,

Is the indefinite ariticle 'a' needed in this sentence - 'Tom has (a) great initiative to learn.'?

It could be either. a makes the initiative countable... His grandfather said he would buy him a car if he passed his exam. This was a great initiative for Tom to learn.
Tom goes to the library and gets the most useful books. He has great initiative to learn.
