I'd appreciate it if you could help me with the underlined part of the following sentence.

"Mrs. Jones is an excellent cook in the kitchen, except that she cannot keep her mouth shut."

Could you tell me if it refers to the fact that (a) she is constantly talking while cooking, or (b) she is always extremely talkative (whether she is cooking or not)?
