I came across the following sentence.

A. It takes from 4 to 9 months for rice to grow, depending on the kind of rice and on local climate.

It seems that "on local climate" means "depending on local climate."
Could you tell me if it is also possible to delete this "on" as in "B. It takes from 4 to 9 months for rice to grow, depending on the kind of rice and local climate"?

Yes, that would be fine - and, probably, what I would write. But the original is not incorrect.
