I'd appreciate it if you could tell me the meaning of the underlined part.

"Of course, becoming accustomed to such a high-tech communication system has proved to be highly effective in mass emergency situations such as earthquakes, typhoons and floods."

Could you tell me if it refers to an emergency situation in which a lot of people's lives are at stake ("mass" meaning "the general public)?
Could you also tell me if it is a fixed expression?

Yes, you are right. I'm not sure it would qualify as a fixed expression (yet) in the same way as mass hysteria, mass destruction, mass media etc.
