Can one say
a. They threatened him to leave.
?
Does it mean
1. They threatened him with leaving.
or
2. They threatened him so that he would leave.
?

The sentence doesn't make a lot of sense as it stands. Who's doing the leaving?
A change of word order would clarify:
They threatened to leave him.
