I understand the word 'staff' is usually in collective form. Is it right to use 'every staff' sometimes?

It could be.

Let's forget staff as a walking stick - I use my staff to help me walk up hills.

If we consider staff to be teams of workers - maybe in different companies - then it could work.

Every staff we employ demands different conditions.
