misplaced modifier?

Can one say
a. With a name like that, his classmates constantly made fun of him.
b. With a name like that, you'd expect his classmates to make fun of him.
c. With a name like that, it's no surprise that his classmates made fun of him.

?

Does (b) imply that they did make fun of him, or that they didn't?

It could be either way - or some do, and some don't. The tome of the voice (if spoken) would be all important.
