Let me ask you two questions about the passage below.

Q1: About the sentence "it is a matter of grave conern, can it be the same as "but it is a matter of grave concern" in this context?  Or can I say that "but" is missing in this sentence?
Q2: Can the underlined "explaining" be rephrased as " and he explained that ......?

"Addressing this nexus of water, sanitation and sutainable energy is not just a matter of grave concern, it is a matter of grave concern," said Mr. Ashe, explaining that the magnitude of the problem is great: 783 million people live without clean water; 2.5 billion have no adequate sanitation; and 1.4 billion people are without access to electricity.
